NO! They are NOT the same. If you are using the gda's it should be polynicotinate. I have had blood sugar issues with taking polynicotinate & picolinate. I'm very sensitive to cr picolinate and can't even take it in a mulitivitamin.
Check out this website. I googled and it really only came up with this one that had a comparison in words we could all understand. But, let it be said, I am not a doctor, and all studies have flip-sides.
Polynicotinate has a "niacin" or a B-Vitamin attatched to the chromium compound. As far as GDA's go, the Chromium Polynicotinate has proven to be a little more successfull with clearing blood sugar to the muscle cell, muscle cell sensitivity, AND has a very LOW toxicity level (as apposed to the Chromium Picolinate which has a higer toxicity level)
That said, I keep BOTH in my arsenal and NEVER experience any adverse blood sugar yo-yo'ing. Typically I will use Slin-Trol at meals 1,2,5,6 and 2 Lean Out at meals 3,4, and 7 (if I am up late). Granted the Lean Out only has 100 mcg of Chormium Picolinate per 2 capsules so the effect is greatly diminished in comparison to the recommended dose of 200 mcg per meal.... but this has worked FANTSTIC for me thus far!!
