Most things are measured before cooking. Certain things such as Rice and Quinoa should be measured AFTER cooking because of its expansion properties. You can get a closer reading with the grain 'larger' and hydrated. Thats my personal opinion... plus de-hydrated Rice and Quinoa has a very FINE line when you measure it uncooked. You can EASILY consume to much!!

maybe but the rice box as the label reads is pre cooking weight, so I do EVERYTHING before cooking.
Now if you get the 90 seconds uncle bens then that lable reads post cooking, otherwise if just using boxed rice the label is for pre cooked rice.
There are many resources to turn to for food values in various books and website. Some sources will display cooked and/or uncooked. I always went with a cooked amount. Do I want to lay a sloppy uncooked chicken breast on my scale? NO! I don't want to get myself or anyone else in my house sick. What I was always looking for was a baseline. You establish a baseline of macronutrients and then take it from there as you diet. It makes it more difficult to follow a pre-fab plan if they go with uncooked weights, but you can figure it out. It's all relative. Less food is...less food.
everyone has an opinion on this, but if you are following the food labels on the package so that you can be precise, those are prior to cooking. Your call! Do you want to know what you are taking in or do you want to have an estimate.
When I compete I want to know I did everything I could and it bothers me to know that the guy next to me might be a little more detailed than me, drive me NUTS, you have no idea, so I do my homework and know at any point my cals, and macro breakdown, not an estimate either.
